If you have a Refugee Travel Document then they may not issue a DTV on that. You may also be incorrectly filling out your nationality as stated in this eVisa guide

DTV_BegPecker There are different types of non-passport travel documents such as "Refugee Travel Documents" and ETD (Emergency Travel Documents). I kknow with a British ETD issued in Cambodia, you could get a Thai Visa on it to travel to Thailand and apply for a new passport if lost or stolen. My pal was the British Ambassador in Cambodia and issued them to a family who had passports stolen (No VFS in Cambodia then).
