You should definitely go down to the Vancouver consulate. I'm just guessing that a travel document is probably only good enough for very limited travel such as to your home country or another country, and not really feasible to garner yourself a 5-year visa.
Anonymous participant maybe you should hire Issa Compass to check your application. Cancelled twice means your biodata passport document didn't align with what you uploaded. Be aware that the OCR makes mistakes when it reads your bio data, triple check what it enters after you upload
