I would say the thai consulate in Savannakhet (the lao province across the river from the thai province Mukdahan) is NOT the most user friendly thai consulate to pull a single entry tourist visa. They require all 3 of the proof of's
proof of onward travel within 60 day
proof of 20K baht in a bank account
proof of a hotel booking.
It'd be better if you went to Vientiane, as they require no proof of's at all
you can fly there, yes, but it is usually (substantially) cheaper to fly to Udon Thani (domestic flight) and then get a minibus only 1hr to the Laos border. You can get a cheap flight to Udon, often under 1,000B, from either Chiang Mai or Bangkok.

i did a SETV 20 days ago in Savannahket and they did not ask for onward ticket or hotel booking, but just for bank statement.

my husband was in Savannakhet last week and The Consular Officer were asking for updated bank statement from everyone. Some people with a visa history required all three items, newcomers only bank statement.
