TLDR : Answer Summary
You can apply for a Single Entry Tourist Visa at the Thai consulate in Vientiane, which has less stringent requirements compared to other consulates in Southeast Asia. However, the METV (Multi-Entry Tourist Visa) is generally only available for residents of Laos and has a different application process. If you wish to apply for a METV, you will typically need to return to your home country as it is not issued at this consulate.

Right now the thai consulate in Vientiane is the ONLY consulate in S/E asia that will sell single entry tourist visas without any of the 3-proof-ofz; 20K baht in the bank, onward travel & hotel booking.
Every other consulate in the area wants some or all of those to issue tourist visas.
All the thai consulate in Vientiane wants are copies of the data page of your passport, your lao visa, your entry stamp, a filled out application, twp passport sized photos and 1000baht. <- with those things you'll get a single entry tourist visa from them

The closest place you can get a 6 month METV anymore is at most of the thai consulates in Australia, They do NOT have the residence requirement to issue them..

The METV is only for residents in Laos and yes there is a difference in application.
