Of the two choices Savannakhet is a sure thing, while Penang is sketchy (unless you contact them beforehand and hash it out with them)
So even though Savannakhet might be a slog from where you are, if you want a trouble free, year-long, multi-entry Non-O I'd say it's is the place to go
Seeing as you can't renew a visa (they just run out when they run out and you go BUY a new one) I think you're asking about going to a thai consulate and getting a new VISA
You can go to the thai consulate in Savannakhet Lao and get a year-long, multi-entry Non-O visa based on marriage to a thai without any proof of funds and with only minimal documentation for 5000baht.
That visa is valid for a year, gives you unlimited entries of 90 days each, when that 90 day stamp runs out you go to the border, stamp out of thailand, stamp in-n-out of another country then right back into thailand to get a new 90 day stamp,. You do that for the whole year the visa is valid for and you get 15 months of stay out of a visa valid for 12.
Unless I am mistaken you have to show proof of funds in Penang to get that visa (400K baht in a thai bank account in your name only)
Only Savannakhet (and HCMC alledgedly) issue that visa without proof of funds.

When I was stuck outside Thailand during COVID I was told it was impossible to do, that the visa would expire, and that I'd have to start the process all over again...which I did.
which has almost nothing to do with what the O/P is asking about seeing as all the consulates and borders are open now and no one is "stuck out" of thailand
