If you are on a non O 1 year extension and have a re entry permit and am out of Thailand when the extension runs out what is the procedure when returning to Thailand. Is the expired extension reactivated ?

Nothing re-activates an extension. If you're not back in Thailand before your extension ends in order to apply for a new one then your extension ends. You would have to start over again from a 90 day non-O visa and then apply for a new 1-year extension after that.
