TLDR : Answer Summary
If you hold a non-O one-year extension and have a re-entry permit, returning to Thailand after your extension expires does not reactivate the extension. You will need to re-enter Thailand on a valid visa, such as a 90-day non-O visa, and then can apply for a new one-year extension once in the country.

Nothing re-activates an extension. If you're not back in Thailand before your extension ends in order to apply for a new one then your extension ends. You would have to start over again from a 90 day non-O visa and then apply for a new 1-year extension after that.
