TLDR : Answer Summary
You can apply for a yearly extension of your Non-O visa when you have 45 days or less remaining on your current visa. If you need to leave the country during the 30-day consideration period, you must obtain a re-entry permit. However, note that this permit is valid only for those 30 days, and you must return before the report back date to complete the extension process.

In Bangkok, Chiang Mai, Krabi, and a few other places too, you can apply for a new yearly extension when you have 45 days or less left on your current one.

IF you need to leave the country while you're on the 30 day under consideration stamp you need to buy a re-entry permit. NOTE: the re-entry permit will ONLY be valid for those 30 days. It goes without saying you'd have to be back in thailand on that report back date to get the year extension inked into your passport.

And you would be getting this extension based on what?

I am guessing marriage or raising children because those are the only ones I know that have a 30 day under consideration period
