What do I have to do with the TM30 if I'm staying with a friend and have a lease signed by her landlord for 2 months and I want to go to another island to visit for a week but I'm keeping my lease in Koh tao and coming back? Because I understand the online site is still down.

TLDR : Answer Summary
When staying at a friend's place in Thailand while having a lease elsewhere, it's important to know who is responsible for the TM30 notification. According to the comments, it's generally the landlord's responsibility to report your stay. If you're visiting other islands, your friend or the landowners at those locations should complete the TM30 for your temporary stay. As long as your primary lease in Koh Tao is active and reported properly, it seems that you won't have to file a new TM30 for every place you visit.
I have traveled quite a bit. I never re-submit a TM30 for each new location. I think there maybe an issue if you TM30 in location A, but then try to do extension, or other immigration business at location B.

I'm staying long term on Tao but have travelled to other islands. My landlady filled it in when I arrived. I did nothing. My TM.30 is still valid for Tao, but presume the owners of other places I visited filled in TM.30 for my stay there. The onus is on them, not me, to fill it in.

I think its your friend that needs to inform them for the days you stay . As you will be asked .then they might fine him for not reporting your stay.
