Does my friend need to submit a TM30 for my stay on a 60-day tourist visa in Thailand?

If you have no need for interaction with immigration (like an extension or such) it’s very unlikely you’d ever be asked for it. They do not check at exiting Thailand through the airport.

what do you do if you are moving around staying in a variety of places for the 60 days and then want to extend for another 30 days? I hope to get back later this year and travel around.

At each place you stay, they should submit a TM30.

Your friend (or whoever owns the house/condo your friend is staying at) can register you. Different immigration offices have different requirements, but a rough guide can be found at the image below for Bangkok Immigration.

Every foreigner needs to be registered at the local Immigration Office within 24 hours after arrival at the address..

Your type of visa or if you know the person that owns the house does not matter.
