TLDR : Answer Summary
When a foreigner stays in a rented property in Thailand, the property owner or tenant is technically required to report the visitor to immigration via the TM30 form. However, if the friend is not using any immigration services during their stay, the necessity to report may not be critical. Some users suggest that for short visits, it is usually not a problem if notification is not made, while those staying for a longer duration are advised to report it. Additionally, registration can often be completed online for convenience.
I stay in a rented condo and registered with immigration a few years back. Did it online. I can now complete the TM30 online if i have any visitors staying. Not sure if rules are the same or have changed since i did it.
Technically you do, or the house owner does. It's not the responsibility of the foreigner to report it.
Realistically if your friend won't be using services at immigration then it doesn't matter because you'll only every need a TM30 when using immigration.
