If he or she / is staying for a long time Yes if it’s only for a holiday and no need of immigration than what
I stay in a rented condo and registered with immigration a few years back. Did it online. I can now complete the TM30 online if i have any visitors staying. Not sure if rules are the same or have changed since i did it.
Better to be on the safe side and say yes but if as a previous posts says if you won’t be using immigration for anything then no not really

Technically you do, or the house owner does. It's not the responsibility of the foreigner to report it.
Realistically if your friend won't be using services at immigration then it doesn't matter because you'll only every need a TM30 when using immigration.
