What is the TM30 process for returning to Thailand and do I need to complete it for my friend?

Hi I'm returning to Thailand next week for 8 days to collect our things, we currently rent a house in chiang mai. I've seen lots of information about TM30, where or how do I do this. I'm currently not that mobile due to a recent accident so also have a friend returning with us to help, do I have to complete TM30 for them too? Thanks
