Get the correct information from your landlord. Register your property on line. Upload your documents and you are all set to report yourself at any time you feel the need. Problem solved.
Yes the landlord should do it. But you should follow up on it with them. Because what they are supposed to do. And what they actually do are two different things. And some might have gotten away with it in the past by not doing it at all.
My first two landlords here got fined from immigration because they didn't do it in time here chonburi.. Yes immigration officers told I need to do it but my landlords sign my papers where they stated they will do tm30 for foreigners living this place. When I have done 90 day imm off just told me to do it my self because address is wrong.. Lucky I can do it in future because I own my house🙏

I'm fairly certain you can't do TM30 at Laksi regardless. Only at Chaeng Watthana office.

Ask your landlord if you can do it yourself
You will need a letter from him and the same paperwork that he has to use
it's up to you if you are happy with the condo, it's just a compromise that you know that it's been done and it only takes 5 minutes

Yes it’s the property owners responsibility to report foreigners staying at their property. Some do. Some don’t. If you need interaction with immigration then you can normally do so on their behalf with documentation from them.
Different offices have different requirements to do so if you are trying to do it yourself without them present.
The onus is on them to do it. Via the online system it takes them possibly 3 minutes to do.
