The option to apply for this is at the discretion of the immigration officer you apply to and currently the last date you can apply is 27th September. Although this date is widely expected to change there is no guarantee it will.
The Visa Exempt entry has nothing specifically to do with the Sandbox, it’s a general thing. You can extend your stay by a further 30 days at immigration in Thailand.
