First I want to said that I am very sorry to hear about your situation. Hope that you will get help from your embassy soon.
She said that she and her son got refused entry to Thailand without any explanation even while she has both health certificates and 100.000 $ covid-19 insurance.
I don't know if it is the culprit but I just check the iatatravel page at, [members only]
It just got update on 23.03.2020 and on number 2, they now require all foreigners to have both health certificate AND Lab Test COVID-19 plus 100.000 $ Covid 19 insurance
So I guess from now on, if anybody need to leave Thailand for visa run, it will be impossible to come back unless you can get the Lab Test for COVID-19 too.
My heart go out to any of you who need to make a visa bounce. Let hope Thai immigration will sort out something to help all of the foreigners who need all the help so they can stay safe in Thailand without the need to leave country in this desperate time soon.

1. Nationals of Thailand must have a 'FIT TO FLY' medical certificate issued by a Thai Embassy or Consular.
2. All passengers other than nationals of Thailand must have:
- a Health Certificate and Lab Test COVID-19 to prove they are free from Coronavirus (COVID-19). The Health Certificate and Lab Test COVID-19 must be valid for not more than 72 hours prior to departure, and
- a medical insurance with coverage of 100,000 USD.
