What are the current obstacles and requirements for foreigners returning to Thailand after July 1, 2020?

My understanding of reading this is that the Thai tourism trade has just been buried alive.

A 2 week trip twice a year for Armistice Day and Anzac Day is now pointless if I am understanding this correctly. Any alien entering Thailand must quarantine at a government run facility at there own expense for 2 weeks. Is this correct or am I missing something.
