Advice please: My employer and I need to go to Chaengwattana to do a visa extension, and we tried to make an appointment online, but the website seems to be down still. If you have been there lately, what is the COVID measure like, and is there still a lengthy line like the past? Do you recommend arriving early or later in the day to reduce the wait time and crowding? Many thanks in advance.

TLDR : Answer Summary
The online appointment system for visa extensions at Chaengwattana has been down, requiring visitors to get a queue number upon arrival. Only 10 people are allowed in the immigration office at a time. It's recommended to avoid Mondays and Fridays, with optimal times being after 9 AM or right after lunch at 1 PM. Ensure to visit within 3 business days before your visa expiration.

Just be sure you are within 3 business days from your expiration date when you visit CW..

The online appointment system has been down for quite some time. You show up, get a queue number for the section you need and then you wait in the big building that the immigration office is in until it's your turn. They only let 10 people per section in the immigration office area at once.

As far as when to go, there's no telling. I'd say avoid Mondays and Fridays and go after 9AM. Some people have good luck going right after lunch at 1PM though. So you're going to have to decide that on your own.
