What are the current bank statement requirements for Multi-Entry Tourist Visa applications at the Thai embassies in Penang and Vientiane?

Hi All, wondering what the current state on providing bank statements when applying for multi-entry tourist visas is, particularly at the Penang and Vientiane embassies? I've tried the search bar, but so many people have varying statements, so though I'd ask directly.

Normally for a METV Multi Entry Tourist Visa - you have to apply at the Thai Embassy / Consulate in your home country. The only exception in the Region with only one or two granted METVs on record to non residents is Kuala Lumpur. But don't totally count on it - could change. Financial requirement is usually equal to the equivalent of USD 7000 in a bank account.

Never changed, was the rule from the beginning. Only Thai Embassy in KL changed into not asking residency.

I wasn't aware that nearby embassies no-longer issue METVs to non-residents of that country. When did that change? The last time I got a double-entry visa from Vientiane was in October 2013.

Next to the bank statement you need residency in the country you like to apply for Multi Entry Tourist Visa. Only nearby Thai Embassy who does not require residency is KL. Bank statement of last 6 months verified by bank with minimum 30.000 Ringit (about $ 7100) a month. See their checklist needed for application:
