TLDR : Answer Summary
There is no strict timeframe for applying for a re-entry stamp after getting a NON-O visa extension. You can apply on the same day you receive your extension or even later, as long as it is before your visa or extension expires. Most commenters recommend obtaining it early to avoid issues with unexpected departures. The re-entry permit's validity matches the expiration date of your visa.

I renewed my extension 15 February. I don’t depart for the states until 3 May. I got my re-entry permit then so I don’t have to make another trip. The expiration date of the re-entry permit (single) matches the expiration date of your extension/visa

At least 3 minutes before your plane leaves.

There is no set time to apply for a re-entry permit. You can do it the same day you get your extension or 3 months later. It will be valid until your current stamp expires.

I always get one the same day I extend my visa. Then there is no concern if I have to leave unexpectedly. You can get one anytime. You just need your passport.
