TLDR : Answer Summary
The process of obtaining a 1-year visa after receiving a work permit in Thailand typically involves applying for a One Year Extension of Stay. This is usually done in the last 30 to 45 days of your initial visa's validity (usually a 90-day B Visa). The application can take one or two meetings to complete, and there is typically a 30-day wait for the application to be processed, which may include an inspection by an immigration officer. In conclusion, you can expect the one-year extension to be stamped approximately 30 days after your application submission.

Which is no longer available except for Shareholders / Directors of Companies

The only Embassy / Consulate to issue a 12 Month Multi-Entry B Visa to Employees located on the Thailand border and in the nearby region was Penang (some say also Kota Bharu) but now both do not. Vientiane has not been issuing this visa and perhaps never did.

JD, you can confirm that multi entry non B visa is no more available for Non Shareholders to all Consulates of South East Asia or only in Malaysian Consulates?

What about Vientiane, for example ?

Which are a small minority of 12 Month Multi Entry B Visas

Yes I know.

Maybe she is a shareholder.

Yes, JD, this is correct IF she needs a One Year Extension of Stay.

But she mentioned 1 year visa so I suppose she meant Multiple Entries Non Immigrant B Visa (sticker on passport) based on work permit.

Okay - situation - you have the 90 day B Visa - you have your WP. In the last 45 days (some offices insist on last 30) you apply for the One Year Extension of Stay. This can take one or two meetings close together (depending if there are any deficiencies). Then there is a 30 day wait for the Extension Application goes to higher headquarters (usually Bkk) - for Shareholder / Director of a company - during this 30 days there is a visit by an I/O to inspect / check out the business and take a photo of the employees.

In short the One Year Extension is stamped in 30 days after the Application is submitted.

For sure they can be really picky about those photos - we've had to resubmit a few times.

My understanding while not required the company visit is quite common and the visual verification of employees is quite common. Of course I am speaking of a One Year Extension for a Company Share Holder / Director. I submitted 2 different batches of photos prior to the company visit. The I/O didn't like the placement of the sign on the outside of the building.

There isn't always a visit when the extension is under consideration; in this instance they're ok for the company to submit photos as required .

With the work permit request, you are able to get a Single Entry (90 days) visa.

Once got it, your work permit will be ready (after no more than 30 days) and you can apply the 1 year visa; by the way usually it is applied once the 90 days are going to expire.
