Hi, I have a DTV. Am I right in thinking that I still have to do a 90 day report? Would I do this at immigration or online? 

Also can I enter and leave the country whenever I like with no reporting process within the 5 years as long as I’m not in for more than 180 days consecutively.

You have to do the 90 day report if you styed 90 consecutive days. The first time must be in person at immigration. You can leave and enter as you please within the 180 days limit.

Yep, 180 days is much less than 90 days, so just leave or learn how to count to 180.
