TLDR : Answer Summary
If you are in Thailand on the 90th day, you are required to file a 90-day report, even if you are leaving Thailand shortly after. Additionally, make sure to obtain a reentry permit to maintain your visa status when you return.

If you left on the 89th day and returned later I believe the reporting starts again so when you return you have another 90 days before you report.

A 90-day report is to report that you are staying in Thailand for 90 days consecutively. You are supposed to report TM.47 if you are in Thailand on the 90th day.

You just have a reporting window from 15 days before until 7 days (in case of in-person) after the 90th day, reporting window is not about whether you are in Thailand during that window.

YES...you are in Thailand on the 90th day... therefore you are required to file a 90 day report.

And be sure to have a REENTRY PERMIT in your passport before you leave Thailand to guarantee your current ending date of your one year extension of stay as retired is retained.
