Does the 90-day report for a NON-O retirement visa restart upon re-entry into Thailand?
I have a non O retirement visa. I just came back into the country,Am I right in thinking that the 90 day report starts from the date I got stamped back in.

I guess you're not on any sort of visa but are in fact on an extension of stay. In which case the 90 day count restarts when you next enter Thailand with the day of entry being day 1

No when you get your one year extension they’ll tell you when to report
