TLDR : Answer Summary
You can do your 90-day report for a retirement visa 15 days before the due date, which allows flexibility in scheduling. Some users recommend trying to file your report online 14 days in advance as well.

Try doing it online 14 days in advance first. I did my first one online and it worked, so it's worth a try.

Yes, same with me when I got the visa last year...but I tried online anyway and it worked. Did it on a Saturday before noon, and received the approval email about 4 hours later the same day...on a Saturday!! Just try it about 10 to 14 days in advance, and if it doesn't work you have plenty of time to go to the immigration office.

okay. Some IO insist and others don't, so it seems like you are unlucky and I was lucky simply based on where we are located.
