Do I need to be in Ho Chi Minh City to resubmit my DTV visa application after my Tourist Visa expires?

Hello, everyone. I applied for my DTV visa, soft power option, in Ho Chi Minh City on Dec 15th. After a week in the city and two further request for more documentation, I was informed that I had to wait for my my multiple entry Tourist Visa to " ...expires, and resubmit again without having to start a new application". Which leads me to my question, should I be in HCMC when I resubmit or do ya'll think I can stay in Japan where I am currently traveling. I have tried e-mailing the embassy before and hadn't gotten a response so I am crowd sourcing the answer. Thank you for any help you can give!

TLDR : Answer Summary
The user is uncertain about whether they need to be in Ho Chi Minh City (HCMC) to resubmit their DTV visa application after their multiple entry tourist visa expires. They reached out to the community for advice since previous attempts to contact the embassy were unsuccessful. Comments from the community suggest that to reapply, being within the jurisdiction of the HCMC consulate is necessary, and there's also a note regarding the implications of the METV on the DTV application.

When does your METV finish is the question

Yes I saw about METV does not allow you to apply for DTV

is the METV just the normal Visa that get stamped on your passport when you enter Thailand? If you have a 30 the entrance stamp for Thailand when you apply for the DTV do you have to wait for it to expire first?

no METV is short for Multiple Entry Tourist Visa. It is a visa that you apply and pay for before you travel to Thailand.

The stamp you refer to is for Visa Exemption = no visa at all! (...and since it is no visa, you don't have to wait for it to expire).

I had thought that they would cancel it in order to grant me the DTV so I wish I had seen that before hand.

some embassy locations approved people for the DTV even when they had the METV. (I speak from personal experience and others were approved as well)

Unfortunately, there isn't a clearcut source of information on this or similar topics.

The only way to possibly get an answer (maybe) is to email the specific embassy that you wish to apply for the DTV and see what they say.

If you are going to reapply at HCMC then you will need to be in the area served by that consulate
