While keeping my fingers crossed that my dtv as dependent will be issued atleast in time for our return flight to Thailand, will it be possible if Dtv did not arrive and our evisa in HCMC expires we have to leave, for me to fly to manila, wait for my dtv then return to Thailand with it..or do I have to be coming from HCMC to fly in with my dtv?. If I return to Thailand without dtv for sure I won't be allowed in Bec we already exhausted our 90 days ( 2x) and to apply for evisa to HCMC again will keep me in the Thailand airport for days while waiting for it? Where as if I fly to manila I don't need to worry about visa..tia..

TLDR : Answer Summary
The user is concerned about the possibility of traveling back to Thailand without their DTV as a dependent, particularly if their eVisa in Ho Chi Minh City (HCMC) expires before the DTV is issued. They are considering flying to Manila to wait for the DTV, questioning if it is acceptable to return to Thailand from Manila without having to come directly from HCMC. Several community members advise staying where they are in HCMC to avoid complications with the DTV application process, suggesting Manila as a last resort. Additional comments mention the importance of potentially needing to provide further information or attend an interview regarding their DTV.

If it doesn’t get spin time, see if you can extend your Vietnam visa, or get another one.

already said best is to stay, but as always there is a second best and that is to go somewhere else outside Thailand if you cannot stay any longer in the country you apply, so Manila is an option. There is no abligation to travel direct from the country where you apply to Thailand.

There always is a chance they will ask you for extra information or interview, but as dependent it seems not too difficult. But if it happens you might have a problem.

I don't think it makes any difference where you go if for some reason you decide not to remain where the application is made. The issue is they can ask for more information or invite you for interview, I've even seen them asking for all pages in a passport so they can ensure you are still in the country you applied from.

I agree stay where you apply is the rule. If that really is impossible staying outside Thailand might be better than going back to Thailan, because going back means they will always be able to see you were in Thailand at the moment the visa was approved. If they want they also might be able to check at moment of approval that you are in Thailand.

You don't have to enter directly from the country that issued it, but you should wait it out in that country in case they want an interview or see passport stamps

What day did you submit your application? How many days did it take for your husband’s application to be approved?

yes, weekend don’t count. Not sure if HCMC consulate observes Xmas. If your husband got his on the 20th then you submission on the 20th would be late and that day would not count. You will be approved either on the 30th or 2nd is my bet

doubt that. They are clear on how long it takes. Your flight date should be later than it

You would be better staying where you are. The consulate can ask for further information or even ask you in for an interview

consider Phu Quoc, still in Vietnam but is visa free for under 30 days. You'd need to look into if that applies since you are coming from the mainland but it might work.
