Is it actually a requirement of the visa to stay in country whilst you are applying (Vietnam) ?

Haven’t seen any reports of in person interviews for HCMC

Would rather travel onto Japan than stay here

Stay in the country where you are applying for the DTV visa until it's approved.. Period !

You should treat it in the same way as if you were physically applying at a consulate. Applying online doesn't change the requirement to wait for approval
