I am applying DTV coming 27 Nov via Vietnam

I am going to vietnam Ho Chin Minh for 7 days but I want to apply via Hanoi Thai Embassy. Is that okay?

You can't do that. Look on the embassy website you want to apply using to see the areas it serves. Both serves different areas in Vietnam
