I’ll likely have to change my retiree visa from retiree to DTV next year because I had to dip into my 800k to take care of an emergent need.
Do I have to go back to the USA to file the DTV e-visa or can I do it closer to Thailand, say in Vietnam?
I have an LLC in the states so I can restart my subcontracting for the DTV. Thoughts?

As long as it was above 800k for 3 months after you applied and above 400k the rest of the year and then back to 800k 2 months prior to applying again you should be OK.
One option is to get off your current extension of stay by exiting and re-enter on a visa exempt. Simply reapply for the Non-O and then the year extension.
You can dip as low as 400k as long as you are back to 800k two months before you apply for your next extension or can you possibly switch to a marriage extension?
You can apply for a DTV at a nearby consulate. Some seem to be more strict than others. Most have switched to the evisa program, but Taipei and Jakarta are still walk in (last date for Jakarta is Nov 21st).
