What are the current waiting times and application requirements for the DTV visa in Ho Chi Minh City?

Just about to apply for soft power DTV and have a few questions:

1. Is it possible to find the current waiting time before approval for various locations? I have some flexibility on locations - but would prefer not to have to spend more than 10 days there.

2. If I apply at Ho Chi Minh City, do I have to stay there? I'd rather go somewhere else (still within the country).

3. If yes can I go somewhere else and it gets approved could I go get the stamp say 3 days later? Just worried they'll approve it and it will take me a day or 2 to get back if I go elsewhere.

According to their own information, the estimated processing time at The Thai consulate in HCMC is 5 working days* if the application is complete and the Thai consulate don't see the need to ask for additional documentation.

*I've seen reports that the visa process in HCMC have taken a bit longer lately though (10 working days seems more accurate).

In my opinion, the estimated processing time of 5 working days at the Thai Embassy in Hanoi seems pretty accurate. I'd personally choose Hanoi if the processing time's of great essence.

The visa is emailed to you, you print it out and submit it with your passport upon arrival in Thailand. Yes you can travel within Vietnam while waiting for approval. Suggest you submit your Vietnamese entry stamp/visa and hotel booking along with your main submission as they tend to ask for it anyway.
