Can I apply for a DTV in Vietnam while traveling and wait for approval outside the country?

If I apply for a DTV in Vietnam while traveling around Asia and happen to be in Cambodia (or any other country besides Thailand) when it’s approved, is that acceptable? I’m aware of the interview requirement and understand the risks, but I can always take a flight back to Vietnam for the interview if necessary. I’ve been trying to find information about this on the official DTV websites, but I haven’t seen anything stating that I need to remain in Vietnam until the visa is approved.

I’ve also read comments in this group comparing this process to the walk-in visas (before the system moved online). However, in my opinion, they’re completely different. With walk-in visas, you had to wait to pick up the visa at the embassy, whereas with the online system, everything is handled and issued digitally. So, it’s not exactly the same.

No in the one I am applying to, only required to be here for applying , but I am still in Vietnam , at least for now.

Participant(e) anonyme just logics, if it was a physical application they would keep your passport, they provide you some freedom with evisa, don’t abuse more than expected.
