Do I have to submit application to embassy directly or I can do it online?? As I don’t have visa yet!!

 Where are you located mate? go to your local embassies website, there should be a link to submit a visa application.

 initial visa applications are now done online through your local embassies website. If it's approved online, you have to send them your passport and documents in the mail. After you get your passport back you can apply for the COE.
