You cannot Apply for the SETV single entry tourist visa using the Evisa online application system unless you're flying to Thailand from your home country.
You may be able to get the Thai tourist visa from a Thai Embassy or Consulate in another country IF you meet the requirements for the visa. Look at their website for their list of requirements.
Some Thai Embassy's or Consulates require an appointment to submit an application, while others are walk-up.
Be sure to read the list of countries which are eligible to apply for a Thai Visa.
Be aware that we have reports of tightening of the issuing of the SETV single entry tourist visa in neighbor SE Asian Thai Embassy's and Consulates... IF they grant one, you may not be able to get a second one from that Embassy or Consulate.
Back to back issue of the SETV is being carefully watched.
Suggest you get the correct visa for your planned stay in Thailand.
The METV multiple entry tourist visa may be a good option for many. With planning it can get you up to 9 months stay in Thailand.
Is "flying from" defined? There are no direct flights from the US. So maybe ... all connections on the way must be <12 hours or less or something like that?
Read the requirements for the SETV single entry tourist visa on the websites of the Thai Embassy and Consulate in Vietnam. They are strictly requiring the requirements for the visa be fully met.
IF you are still in your home country, look at the METV multiple entry tourist visa and get it before you fly to Thailand.

May I suggest you contact the Thai Consulate in Canberra Australia and APPLY for the METV multiple entry tourist visa.
They have in the past issued the METV to Western nation passport holders... and recently replied in an email inquiry that they will issue the METV as before.
As you are American, it's likely you could obtain the METV from the Canberra Australia Thai Consulate.
(They are the ONLY known Thai Embassy or Consulate outside of your home country to issue the METV to tourists visiting Australia)

From my experience the Consulate in Sydney is much easier to deal with over Canberra.
