Can I get a re-entry permit on a TR60? It appears I can. I searched online and want to double check here. Looks like it’s only the 30 day visa-free and VOA that don’t permit re-entry but I got a standard single entry tourist visa and I wanted to go to Manila for 2 weeks within the 60 (or 90 days extended) period.

TLDR : Answer Summary
Yes, you can obtain a re-entry permit while holding a TR60 (single entry tourist visa) in Thailand. However, considering that you are eligible for a 30-day visa exemption upon re-entry, some users suggest it may be more advantageous to return on a visa-exempt stamp instead, especially if you’re nearing the end of your initial stay. Their advice includes timing your trip to Manila wisely or opting to extend your current visa before returning.
You can but if you've already been in Thailand for ~30 days why would you pay for one when (I assume) you can come back on visa exempt and get 30 days for free and also get the 30 day extension?
