TLDR : Answer Summary
The discussion centers around applying for a TR visa (Tourist Visa) while currently in Mexico. It is noted that some embassies may allow applications without residency proof, while others, like the embassy in Austria, may require it. Many participants stress that the ability to obtain a TR visa may vary by country and specific embassy policies. Additionally, several commenters pointed out that obtaining the visa might be impractical while traveling as it often requires mailing your physical passport, which could take weeks.

I’m being told that because the embassy needs your physical passport that this can not be done while you are traveling, I’m trying to confirm this info but this is where I’m at right now

But it seems that some countries need legal residency. - as Heidrun showed

so I was just told by the Thai embassy for the country I am at that I would have to physically mail my passport to them and it could take 4-5 weeks

If you are able to visit a local embassy it might be a more reasonable option.

Misunderstand what? He is traveling and wants a TR visa

I am traveling and want a TR visa, and right now I am being told that I cannot get a TR while I am traveling and need to go to my home if I want TR

@Ja***
You have been told incorrectly. A tourist visa can be obtained in any country. The special tourist visa can only be obtained in a country you hold legal residency in, like the Non-OA.

As I said I am trying to confirm this, but considering the procedure for getting the TR visa is to mail it to them that’s not really possible when you’re not in the same country isn’t it?

I would mail / call the embassy in the country I travel in right now (mexico) and not the embassy in my home country.
Jared **********
Some do, mine does not. And the country I am in doesn’t have an embassy but I was just told the contact embassy for the country that covers this one, so I emailing them to confirm my options.

This whole thing is one giant confusing mess

well I do have my physical passport with me
Jared **********
well of course you do, but if the Thai embassy in my home country wants my physical passport to give me a visa I can’t exactly send it to them if I am not IN the country, hence the problem

@Ja***
You misunderstand.

It varies from country to country. As Heidrun Salzer showed, some require a resident card or equivalent if you're not a passport holder for that country, but some don't. It will specifically say on that country's Thai Embassy/Consulate site for the requirements for the TR visa. I don't think the US is requiring it, for example.

At times, people are having better luck contacting the RTE via their FB page.

I am not sure this is correct for all embassies. The RTE in Austria stated you need proof of residency if you're not a citizen of the three countries the embassy serves

I think the best is to continue to try and reach the embassy in the country you are in or are planning to apply from. It took me a while to get through too. Good luck!

If the embassy in the country you're in is issuing TR, you do NOT need to be a national or resident to apply for one. Only the STV requires residency.

FWIW, I'm an american citizen currently in Turkey and was told by the thai embassy in Ankara I need to go back to the US for the TR visa. I know someone else in Canada, but not a canadian citizen (though she has family there) and she was told she can't get the TR visa in Canada. So at least based on these you'd need to be in your country of residence. But it does seem some embassies do things different. Better to be lucky than anything else.

yeh you Should be fine to do this from an embassy not in your hometown country. Number 7 on the application you would just upload proof of residency in the U.K. I.e passport I believe

From the UK you need 'confirmation of legal residency' for the TR visa.
