Answer summary
It is generally not possible for Australians to obtain a Multiple Entry Tourist Visa (METV) from outside of Australia. The only regional exception is that Australia does not have a residency requirement, allowing Australians to apply for a METV at the Thai Consulate in Perth. However, if other passport holders from authorized countries or legal residents of another country wish to apply, they can do so from their respective countries.

If you fall into one of the passport holders from an authorized country then you can get the 6 month METV in Perth Australia....if you are a legal resident in any other country then you can obtain one there
