Can I apply for a 60 Days Tourist Visa (TR) in a third country when I'm a US passport holder in Thailand?

For 60 Days Tourist Visa (TR), possible to apply in other country beside the country of passport holder? I am currently in Bangkok (US passport)and exhausted my extension and would like to flight out-in again.

I am in Hanoi doing exactly this ATM and I was approved on Friday. Not too sure about these e-visa suggestions. I believe you need to follow the visa application rules of the country you are currently residing in. So in Vietnam for example, they have no e-visa process so I needed to go to the consulate to apply even if my home country has e-visa. That's just my understanding.

I applied on Wed. and was approved Fri.

Just fly out and reload a visa at RTE in nearby nation. Or return visa exempt for 45 days

However it may be that in an Evisa or paper application they will want a fully paid up return flight to your home country with the ticket submitted in the application.

nobody ever needs a paid up return flight. Onward ticket (planes/train/boat/bus) at very most

Depends on your nationality. For most, it is possible, yes. But check before about particular requirements in your 3rd country of choice. They all have different issues at times. Also, for those who can - might be easier to get an eVisa from your home / passport country (fully remotely / online).
