TLDR : Answer Summary
You can apply for a 6-month Multiple Entry Tourist Visa (METV) through the Thai embassy in the country you are currently in, provided that the embassy allows such applications for non-residents. However, you cannot apply through your home country’s embassy unless you are physically present there, as they require a plane ticket from your home country to Thailand.
The rules for applying for a visa have not changed. You apply through the Thai embassy of the country you are physically in.
So if the country you are in allows e-visa applications for a METV from a non-resident, then yes you can apply.
You cannot apply through your home embassy while you are not there, as they will require you to provide a plane ticket from your home country to Thailand as part of the proof of application.
