Using the updated e-visa web-based set-up.  Is it possible, to apply for a 6-month METV, while not in home country?  In my case, traveling other countries and like the option to have upon entering Thailand. Then use the email confirmation to enter with METV?

The rules for applying for a visa have not changed. You apply through the Thai embassy of the country you are physically in.

So if the country you are in allows e-visa applications for a METV from a non-resident, then yes you can apply.

You cannot apply through your home embassy while you are not there, as they will require you to provide a plane ticket from your home country to Thailand as part of the proof of application.
