TLDR : Answer Summary
Yes, it is possible to obtain a multiple entry visa for Thailand from a country that is not your home country, provided you meet the requirements of the visa. Different types of multiple entry visas are available, including the Multi-Entry Tourist Visa (METV), which can sometimes be applied for at Thai consulates in various countries, such as Australia, for certain nationalities.

are you talking about a 6 month METV <- multi-entry tourist visa?

If so, you can get it from a thai consulate in your own country or they are available to certain nationalities at the thai consulates in Australia
