TLDR : Answer Summary
The user is inquiring whether they can acquire a certificate of residence in Buriram to use in Bangkok for obtaining a Thai driving license, given that they hold a multi O visa issued from Savannakhet, which may disqualify them from obtaining the certificate in Bangkok. Comments suggest that obtaining the certificate from a different province may not be possible, and alternative options, such as contacting the embassy or consulate, are discussed.
