Can an electric bill be used as proof of residency in Thailand instead of a driver's license?

Has anyone had success using an electric bill instead of drivers license for proof of residence? I was told you need a Driver’s license as proof of residence, but I only have a passport, and electric bill. (Not in USA so I can’t get a DL)
