It appears that Chaengwattana did indeed change their process for getting a certificate of residence.
Before you showed up (with a valid TM30) applied for it, paid 200baht, got a receipt with an EMS tracking number on it and they mailed the certificate to you in about 5 days
NOW
You go out, (still need a current TM30) you apply, get a receipt with a date a week out to come back and pick up the certificate in person :O <- meaning you go out there twice (once to apply and once to pick it up) :(
Thank you for the people who questioned me when I was saying they still mailed them out (y) You guys (and gals) were right :) they changed the process and I was not dialed in.
My apologies to Bangkokianz for getting it wrong :/

TLDR : Answer Summary
The process for obtaining a certificate of residence at the Chaengwattana immigration office in Bangkok has changed. Previously, applicants could pay 200 baht and receive the certificate by mail within five days after submitting a valid TM30. Now, applicants must return to the office a week later to pick up the certificate in person, requiring two trips instead of one. This update has surprised some users in the expat community.
