TLDR : Answer Summary
Yes, you can apply for your Marriage Non-O Visa in a different province than where you registered your marriage. You should go to the immigration office that covers the area corresponding to your TM30 registration. Additionally, an option is to obtain a multi-entry Non-O visa from the Thai consulate in Savannakhet, Laos, without needing proof of funds.

You could go to the thai consulate in Savannakhet Lao (across the bridge from Mukdahan) and get a year-long, multi-entry Non-O visa based on marriage to a thai without any proof of funds at all for 5000baht.
On that visa you'd get stamped in for 90 days, then you'd exit/re-enter the country to get another 90 day stamp. You do that for the validity of the visa and you can get almost 15 months of stay from a year long visa
right, that's normal, there is no seasoning of the funds when you apply for a 90 day Non-O visa based on marriage for 2000baht at the immigration office.
it just has to be in a thai bank account on the date you apply for the Non-O visa

Put the funds in today shows on bankstatement tommorow the bank told me.
you most likely could get a 60 day visit thai family extension on the 90 day entries making you only HAVE to leave every 5 months until the visa was going to expire

Problem is they dont accept my income letter which i got from my embassy they say i need to show pension why iam so young 38 blablabla
, they may ask. This is the capture from the requirement sheet for an in-county Non-O visa based on marriage to a Thai wife. Might be different from the requirements for an extension, still, it is possible that IO would ask the source.
Now you seem to be going to ask about something totally different from the topic of your original post...
You need to have the latest TM 30 of the address where you want to apply for your extension, you may also need TM28 depending on the immigration office for you to be able to do.
As I mentioned before, you might need to provide the proof of source of your funds along with the affidavit from your embassy.
yeah topic is different , reason i ask is i wanna try another immigration with different officer , because i have proof of income from embassy but yesterday officer says they accept only pension.
But anyway i was calling this morning other immigration they said cant help becausr u need to do the visa where u register house.
immigration often will want to do a home visit to see where you live with your spouse, talk to your neighbors, etc. So you'll have to apply where you live.

you would do it at the office that covers the area that your TM30 is filed. Dont worry about where your marriage was registered.
