Bit late but thought this might help someone. Recently (30 days ago) went to Ho Chi Minh to apply for a 90 day Non B.
Did not have to show any funds at either the Thai consulate or DM airport.
Did not have to show any hotel booking for Thailand.
Did not have to show an outbound ticket from Thailand.
They turned around my non B next day, despite the website saying 2 days.

how likely is that the said consulate (Ho Chi Minh) will ask for funds and booking in a month or 2? I see the Thai consulates functioning kinda independently from each other with no precise set of rules.
that is two working days, ;) you turn your application in the morning on day one and you pick it up in the afternoon on day two.
On Non-Immigrant Type B visas you are not required to show funds, a hotel booking or onward travel at the consulate. You get that visa issued solely by providing documentation from the company you're gonna work for.
The requirements you mentioned are for tourist visas.
In case you were asked when stamping into the country, you would have been required to show proof of 20K baht, but you weren't (y)
