TLDR : Answer Summary
To obtain a retirement visa in the Issan area of Thailand, you should start by ensuring your accommodation has registered you with the TM30 system. Then, visit the local immigration office in your province to request information on the Non-Imm-O Retirement visa requirements, including obtaining a Residency certificate. You will need to open a Thai bank account and transfer at least 800,000 THB into it, where it must remain for two months before applying for the visa extension. Alternatively, you can opt to hire a local visa agent to help you navigate the process.

The amount to open an account is to2 high. In EU you could open an account with a 1000 euros at least.

Derrick, I won't be as rude as some have been. But it seems as if you've done little to no research into this life-changing move you've made.
First step, make sure your accommodation has recorded you as an alien staying there, on a TM30.
Next go to Immigration in your province, and ask for the handout on Non-Imm O Retirement extentions. Also ask for a Residency certificate.
Then take the Residency certificate and open a bank account.
Transfer 800k baht into your new account.
Spend a leisurely 2 months learning the procedure for your extention, gathering all the required paperwork. That's how long the money needs to sit in your new Thai bank account before you can apply for the 12 month extention.
Or be prepared to find a local Visa Agent who will do all that for you for quite a considerable amount of money.
Welcome to Thailand. I think it offers you a fantastic life full of wonderful experiences 🙏
you completely forgot to mention that he has to apply for the 90-days Non-Imm-O retirement FIRST, before he later can apply for the "1-year Extension Of Stay Permit based on Retirement". HOW would he, in your opinion, have entered Thailand? On a 90-days Non-Imm-O visa, or on an exempt-visa entry?? That's crucial to the process

and keep in mind, Immigration will not do any service for you unless you have been registered in the TM30 system as residing under an adress

visit the Immigration that is serving the area where you accomodate, and ask for the handout of requirements for a "change of visa type" from your touristic entry, to the 90-days Non-Imm-O Retirement visa. You will need a minimum of 800.000.- THB in your Thai bank account, to be allowed to apply, and proof that the money came from abroad. And you will need a rental agreement. . . . . It would have been much easier if you had applied for the 90-days Non-imm-O Retirement visa in the E-Visa online system in your home country, instead of trying to get it inside Thailand

the obvious answer that everyone knows the answer to is he needs to go to the immigration office in the province where he’s gonna live. Issan doesn’t mean anything it’s just a general region of Thailand as everybody knows except maybe the OP
