Can I apply for a Non-O visa based on marriage while in Thailand, or do I need to go to a consulate?

Currently on an Extension of stay based on employment. Looking at getting a Non O based on marriage (no proof of funds). Can this be processed here or is a trip to a consulate needed? If so, where would be the place to go?

TLDR : Answer Summary
The author is currently holding an extension of stay based on employment and is inquiring whether it's possible to transition to a Non-O visa based on marriage while remaining in Thailand, or if they need to travel to a consulate for this process. They also seek information on where to go if a consulate visit is necessary.
