TLDR : Answer Summary
You can apply for a Non-O visa at the immigration office in Korat, but you need to do so before your tourist visa is about to expire. It's recommended to apply when you have at least 15 days left on your current visa. Ensure you know the specific requirements for the Non-O visa, such as the reason for application (marriage or retirement), necessary documents, and financial criteria. The process typically involves multiple trips to the immigration office for application and stamping.

To go from a tourist visa or visa exempt entry to first a 90 day Non-O visa and then a yearly extension based on marriage the steps are like this

1 apply for the 90 day Non-O (2000baht)

get a 14 day under consideration stamp

2 go back and get the Non-O and new 90 day stamp inked in

3 wait until you have 30 days left on that new 90 day stamp

4 go apply for the year extension (1900baht)

get a 30 day under consideration stamp

5 go back and get the year extension inked in

It will take you a minimum of 4 trips to the immigration office to go from a tourist visa to a non-o to a year extension and that's IF you get the documentation right and don't have to come back again ๐Ÿ˜›

then you need to go to Korat and ask them for the hand out listing the documents and copies and bank letters of what ever 90 day Non-O you're going to apply for (marriage or over 50) AND you need to apply when you have at least 15 days left on your current stamp

You also need to meet the financial requirements;

retirement 800K baht in a thai bank account in your name only transferred in from abroad

marriage 400K baht in a thai bank account in your name only)

the in country 90 day Non-O visa costs 2000baht, goes under consideration for 14 days then you go back and get the Non-O visa and a new 90 day stamp inked in.

THEN when you have 30 days or less left on that stamp (and your funds are seasoned in the bank for 2 months) you go back and apply for the year extension for 1900baht.

you'll get a 30 day under consideration stamp and during that time they'll come to your house and do a home visit, then when that stamp runs out you go back to the immigration office and they will ink in the year extension

Couple questions.

What would you be applying for a Non-O visa for? Marriage to a thai, being over 50 (retirement), raising thai children?

You need to do it WELL before your tourist visa runs out.

Most offices require a minimum of 15 days left on your current stamp (or an extension from that stamp) to apply for an in country Non-Immigrant visa at the immgiration office.

Some offices require 21 days or more left on your stamp

SO

check with your office to see what they require AND get the hand out listing the documents and financial requirements you need to meet to get the Non-O issued from them
