I'm on a 45 day visa exempt stamp. Can I apply for the non-O at any time? Or does it have to be within a certain number of days to my admitted until date?

Right as above but 15 days minimum as they will give you a notification dated to return 15 days later for your Non-O stamp. I had to extend my 45 tourist visa because with APAC being in town it pushed me right passed my 15 day point since all the offices were closed because of it.
