TLDR : Answer Summary
Yes, it is possible to apply for a Non-O visa while on a visa exemption in Thailand, provided you meet the specific requirements of your local Immigration Office. The process may vary based on conditions such as the type of Non-O visa you are applying for (like retirement or other reasons) and whether you have the necessary funds deposited in a Thai bank account. For certain applicants, like those from France, an affidavit letter from their embassy may suffice instead of showing funds. Ultimately, the best approach would be to secure the Non-O visa from an embassy before entering Thailand, as this may simplify the process.

an? If so you don’t need to show proof of any funds in a thai bank account as your embassy offers to give you a affidavit letter to confirm your income. So if you can meet the general requirement of being over 50 years old and a monthly income minimum 65K baht a month you can apply for a Non O in Thailand on a TM.87. You need at least 15 days left in your current stamp for to apply and you might get a 30 days extension at your local immigration as well.
For applying for a non O visa you’ll need to be over 50 years and have an income min 65K baht a month. This can be pension or regular income. If you can’t meet the monthly income requirement you’ll need to put 800K baht in a bank account in Thailand.
This is for both visa and extension of stay. You just contact your embassy in Bangkok and they will verify your income. This is valid for six months and you can apply for both a 90 days Non O visa in Thailand and your future extensions of stay with a letter from your embassy. Most embassies in west Europe -including France- still offers this service. The UK, US, AUS and Denmark stopped in 2018.
After the 90 days Non O visa you can apply for extension of stay with a affidavit letter from the French embassy in Bangkok confirming your income if it’s minimum 65K baht a month.
Non O visa is the only visa you can apply for in Thailand. You can also do a border run and re-enter on a new 30 days visa exemption now if you wish. And I guess you know you can extend your visa exemption with additional 30 days at your local immigration.
Tourist visa can only be applied for at an embassy/consulate outside Thailand.

This is not a complete question. Non-O based on what? Do you already have a bank account with the required money?
If it's for retirement, it depends on where you'll be applying for the non-O. Some offices require you to have the required funds in the bank already for 2 months when you apply to convert to the non-O. If you are using of those offices then obviously you won't have enough time. Even with a tourist visa you would unlikely be able to do it fast enough.
If you are applying at one of the offices that doesn't have this requirement, then it's possible if you move quickly to open your bank account and deposit the required funds. But it's going to be MUCH easier if you just get the non-O from the embassy before you travel. Then you can easily open a bank account and deposit the funds.
