TLDR : Answer Summary
To change a tourist visa to a Non-O visa in Thailand, you will need to submit the application at your local immigration office, which may have specific requirements differing from other regions. Essential steps include opening a Thai bank account and having at least 800,000 THB deposited, demonstrating this amount comes from overseas. After maintaining the deposit for two months, you can then apply for a 12-month extension. It's advisable to make an appointment before visiting the immigration office and ensure that your Thai partner submits a TM30 form, which is important if you are living together.

I did it in Bangkok during 2020. Go to your local office and ask them. They're the ones who will approve or deny it; you need to follow THEIR rules, not some national standard, as you might expect in many other countries.

Open Thai bank account.
Move in 800k THB.
Submit non-o 90 day application with more than 15 days on your current stamp, 2000 THB.
Once 800k has seasoned for two months, apply for 12 month extension, 1900 THB.
doing well, I live with my partner in Bangkok. If you are living together in their condo (like us) ensure they are submitting a TM30 for you, can be done online.
(Takes a little effort to set up but can be done with a little persistence)

When visiting CW make an appointment online first. It's saved me days worth of hours waiting inline
be very aware that once you get your Thai bank account, the bt800,000 must come from an overseas source. You can not just take bt800,000 into the bank and deposit it. It must show it coming from an overseas transfer.
I opened one in October 2021 with Bangkok Bank, head office. I needed to submit an Embassy Certified copy of my passport, TM30 info and had my Thai partner come along, she was asked to vouch for my address.
Declined to take their insurance, deposited 500THB. Took about 45 minutes. I was on a covid extended Tourist Visa.
