TLDR : Answer Summary
The current holder of a 90-day Non-O visa wishing to apply for a 1-year retirement visa may encounter restrictions. Most immigration offices typically require that the application for the retirement visa be submitted at the same office that issued the initial 90-day visa. The advice is to remain consistent by using one office for the application process.

Most immigration offices will not accept an application for a 1 year extension from the 90 day non-O if they did not issue the non-O visa.

But they will extend a Non-O (Retirement) from an Embassy, right?

yes. And also accept a 1 year extension application from a previous 1 year extension from a different office.
